Christmas lead-up: Russell OPP lay charges for impaired driving, uttering threats, assault, drug possession

EMBRUN — Russell County OPP had occasion to lay a number of charges as the detachment dealt with 453 calls for service during the final half half of December 2019.

Alcohol-impaired driving charges

ROCKLAND —  A traffic stop led to charges for an Ottawa motorist intercepted Dec. 17 on Poupart Rd., Rockland.

A Russell Couny OPP officer had occasion to pull over the involved vehicle after observing a Highway Traffic Act (HTA) violation shortly before 10:30 p.m.

During the ensuing investigation, the officer used an Approved Screening Device (ASD) on the driver.

As a result, the detachment reports the arrest of Malcolm MacGregor, 23, of Ottawa, on charges of:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b);
  • Operation while impaired – alcohol and drugs CC 320.14(1)(a);
  • Fail to have insurance card CAIA 3(1); and
  • Drive motor vehicle with open container of liquor LLA 32(1)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

ROCKLAND — A traffic complaint during the wee hours of the morning led to charges for a local motorist intercepted Dec. 22 on County Rd. 17 in Rockland.

Russell County OPP officers responded to the site shortly after 3:30 a.m.

As a result of the ensuing investigation, which included the use of an Approved Screening Device (ASD), the driver was arrested.

The detachment reports that Rockland resident Orell George Murdock, 43, faces charges of:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Alcohol- and drug-impaired driving charges in Rockland

CASSELMAN — A suspicious person complaint led Russell County OPP to arrest a motorist on Principale Street, Casselman, Dec. 23.

A Russell County OPP officer responded to the site and investigated the driver shortly before 12:30 a.m.

The detachment reports that Richmond, Ontario resident Brandon Miguel Santos, 23, is charged with:

  •  Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Family dispute leads to charge for 28-year-old

CASSELMAN — An altercation between a parent and a youth triggered the arrest of an adult on Dec. 18, 2019.

A Russell County OPP officer responded to a threats complaint at the Roger Crescent, Casselman, address around 4 p.m.

As a result of the ensuing investigation, a 28-year-old Casselman resident was arrested and charged with:

  • Uttering Threats – Cause death or Bodily Harm CC 264.1(1)(a)

Assault charge for 14-year-old on Christmas Day

ROCKLAND — A family’s Christmas Day dispute at a Rockland gas station prompted a response from a Russell County OPP officer, shortly after 9 p.m.

The incident involved an altercation between a parent and a youth, according to the detachment. The officer arrested arrested a 14-year-old Ottawa resident, who has been charged with assault.

The identity of the accused cannot be released in order to protect the identity of the victim. The accused is also protected under the terms of the Youth Criminal Justice Act (YCJA) due to the age.

Stunt driving charges

ROCKLAND — In the lead-up to Christmas, three motorists found themselves immediately without driver’s licences and vehicles for seven days after Russell County OPP clocked them at “excessive” speeds.

The on-the-spot preliminary penalty applies to drivers travelling at least 50 km/h above the posted limit, as part of Ontario’s stunt-driving legislation. Additional fines and penalties follow in court if found guilty.

According to the detachment, the excessive speeders include:

• Zacharie Frappier, 31, of Wendover, stopped Dec. 20, shortly before 3:15 a.m., on County Rd. 17, Rockland;

• Mason Thomas Gerrid Floyd, 26, of Casselman, stopped Dec. 21, shortly before 7:30 a.m., on Highway 417 westbound near the Limoges exit;

• and Mohamed Iheb Sellaouti, 23, of Montreal, stopped Dec. 23, around 11 a.m., on Highway 417 westbound near the Moose Creek exit.

Routine traffic stop leads to drug charges

CLARENCE-ROCKLAND — A large quantity of cannabis substances turned up in the possession of a motorist during a routine traffic stop here Dec. 27, according to Russell County OPP.

The investigating officer pulled the driver over shortly after 10:45 p.m. on County Rd. 17.

The detachment reports that Nicolas Roy, 35, of Rockland was charged with:

  •  Possession of over 30g dried cannabis (or equivalent) in a public place CA 8(1)(a);
  • Possession of illicit cannabis CA 8(1)(b) and
  • Driving while under suspension HTA 53(1)

The accused is scheduled to appear L’Orignal court this month, on Jan. 29.

Neighbour dispute leads to mischief charge

EMBRUN — Russell County OPP officers responded Dec. 28 to a neighbour dispute involving two adults on Ste-Marie Road, Embrun, at 2:30 p.m.

The detachment reports that 35-year-old Valerie Carole Jessica Lavoie of Embrun was charged with Mischief under $5,000 CC 430(4).

She’s scheduled to appear Jan. 22 in L’Orignal court.
