Slew of impaired driving charges in Prescott and Russell over past month

EMBRUN — Officers with the Russell County OPP responded to 1,181 calls for service between Nov. 17 to Dec. 13, 2020 — activity that included apprehending quite a number of allegedly impaired drivers.

On November 18, 2020, shortly after 1 a.m., a Russell County OPP officer conducted a traffic stop for a Highway Traffic Act (HTA) offence on Yorks Crossing in Russell where an Ontario driver was arrested.

During the investigation, the officer utilized the Approved Screening Device (ASD) on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, Eric Gary Lloyd, 38, from Russell, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
On November 22, 2020, shortly after 2:45 p.m., a Russell County OPP officer responded to a disturbance on Champlain Street in Bourget where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Pierre Henri, 57, from Bourget, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
On December 5, 2020, shortly before 12:30 p.m., Russell County OPP officers responded to a disturbance on Notre-Dame Street in Embrun where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Glenn Darryl Blair, 33, from Embrun, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
On December 6, 2020, shortly after 1:45 a.m., a Russell County OPP officer conducted a traffic stop for an HTA offence on St-Guillaume Road in Russell Township where an Ontario driver was arrested.

During the investigation, the officer utilized the ASD on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, Thomas Jorgensen Bolt, 31, from Embrun, was charged with:

Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and
Race a motor vehicle – Excessive Speed HTA 172(1)
On December 9, 2020, at approximately 1:15 a.m., a Russell County OPP officer conducted a traffic stop for an HTA offence on County Road 17 in The City of Clarence-Rockland where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Timothy Stilwell, 30, from Rockland, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a);
Failure or refusal to comply with demand CC 320.15(1) and
Race a motor vehicle – Excessive Speed HTA 172(1)
On December 9, 2020, at approximately 8:45 a.m., Russell County OPP officers responded to a traffic complaint on Limoges Road in The Nation Township where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Justin Idas Fernand Laurin, 38, from The Nation Township, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a);
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and
Driving motor vehicle with open container of liquor LLA 32(1)
On December 10, 2020, shortly after 9 p.m., Russell County OPP officers were conducting a R.I.D.E. Program on Route 500 E in The Nation Township where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Eric H. J. Lauzon, 27, from Ottawa, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On December 10, 2020, shortly after 11:15 p.m., a Russell County OPP officer conducted a sobriety check on a motorist on Limoges Road in Russell Township where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, a 16-year-old, from Champlain Township was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
On December 11, 2020, shortly before 10:30 p.m., Russell County OPP officers were conducting a R.I.D.E. Program on Baker Road in The Nation Township where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Danika Marie Adrienne St-Pierre, 25, from Alfred-Plantagenet Township, was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
On December 13, 2020, shortly after 12:45 a.m., a Russell County OPP officer conducted a traffic stop for HTA offences on Caron Street in Rockland where an Ontario driver was arrested and transported to the detachment for further testing.

As a result of the investigation, Theresa Mary Bernadette Johnston, 29, from Ottawa was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a);
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b);
Disobey stop sign – fail to stop HTA 136(1)(a) and
Race a motor vehicle – Excessive Speed HTA 172(1)

All of these motorists received immediate 90-day driver’s license suspensions, with the involved vehicles impounded for seven days. They’re all slated to appear in L’Orignal court at a later date.


Motorist charged in fatal St-Albert collision

ST-ALBERT — A 78-year-old Quebec motorist has been charged with careless driving causing death in connection with the crash that took the life of a 73-year-old motorcyclist in St-Albert last month.

The detachment reports that Pauline Viau, 78, of Gatineau has been charged with the Highway Traffic Act offence.

Jean-Paul Bouffard of Cornwall died Nov. 8 when a car collided with the motorcycle he was riding on Lafleche Sideroad. Russell County OPP officers responded to the scene at approximately 2:15 p.m.
